30 Recommendations Involving Head Start
It was in Spring 2017 that Speaker Anthony Rendon first convened the Assembly Blue Ribbon Commission on Early Childhood Education. The commission has worked for two years with extensive input and study to develop its recommendations. Their draft report was released on March 12, 2019, and yesterday, March 29 2019, they published their final recommendations.
The report contains more than 30 recommendations regarding Head Start. We’ve created our own report summarizing these and you can find it here. The report makes it clear that Head Start is recognized as a valuable and significant provider serving California’s most at-risk children aged 0-5.
This report will be an important part of the strategic planning process and data gathering for the CDE’s Preschool Development Grant (PDG). But the report alone will not ensure the best future for Head Start. As with all reports, there is a danger – that its publication will mark an ending rather than a beginning.
It is our presence that matters now. Sustaining the conversation of how we move these recommendations into implementation will take time and effort. Our association is actively reaching out, in concert with the Head Start State Calibration Office, to identity opportunities for our input into the planning process. The CDE’s Early Learning and Care Division led by Sarah Neville-Morgan will use meetings of the State Advisory Council on Early Childhood Education (SAC) to report to and receive feedback from the community on the process.
